The film is a rich and artistic melding of dark modern drama with idealized Chinese and Japanese cultural themes and settings, and centers around body painting.

Prospero's Books goes much deeper than this and had a good deal more substance in the narrative as well

You may very well be right; I'm ashamed to say that I haven't seen The Falls or Prospero's Books. The Pillow Book represents something of a breakthrough with me and Greenaway since I was left underwhelmed by the other two films I had seen of his: The Draughtsman's Contract and The Cook The Thief His Wife and Her Lover. He's a rather polarizing artist; few of my critic friends (a couple of whom are cited above) seem terribly interested in his work. At some point a retrospective is in order for a widespread reappraisal.

I enjoy Greenaway getting any attention these days, as he seems long forgotten by the mainstream and retrospectively dismissed by the arthouse crowd. That being said, I think this is exactly the wrong kind of film to promote of his stuff, as it sends off major vibes of images being celebrated while the story is simply dismissed as some titillation and blood designed to make people think there's something brave there. If aesthetic innovation is what you are after, Prospero's Books goes much deeper than this and had a good deal more substance in the narrative as well. Or why not The Falls? It is imo the best translation to film the spirit of authors like Borges/Nabakov/Perec ever, the narrative is ridiculously dense in a manner that Greenaway has never even tried to approach again, and in spite of over three of the most pithy hours ever, it never feels pretentious or straining in the least like some of his later work does.

Yay, I'm glad you agree. It's remarkable how mixed the reviews were at the time. I think it's too easy to dismiss a film like this as pretentious - and as I say above, I think the way that audio visual media has evolved over the past decade has proven this film to have foresight, if nothing else.
